If you manage your SAP system landscape via the Central User Administration (ZBV), you must insert SAP Note 1663177 into both the ZBV system and all attached subsidiary systems. In this case, also note that the default user group will be assigned in the daughter systems if no user group has been distributed during the user's installation from the ZBV. In addition, you will receive an error message in the SCUL transaction stating that a user group must be assigned to the user (via the ZBV headquarters). This behaviour is independent of the settings of the distribution parameters for the user group in the SCUM transaction. If you have set the distribution parameters for the user group to Global or Redistribution, the appropriate subsidiary system will reject the changes made to users that do not have a user group in the Central System, and you will receive an error message in the SCUL transaction.
In compliance with the minimum principle and the separation of functions, the roles used must be defined, along with specifications for their naming, structure and use. Close attention should also be paid to the application and allocation process in order to prevent authorization conflicts, which arise primarily as a result of employees' changing or expanding areas of responsibility.
Structural authorizations
Reasons for incorrect organisational levels are values that have been manually maintained in the authorization object itself, instead of using the Origen button, as well as incorrect transports or incorrectly created or deleted organisational levels. Since correct inheritance can no longer occur in such cases, you need a way to reset incorrect values of the organisation levels in the PFCG roles.

ID Management detects changes, such as personnel master data, SAP ERP HCM, or business partners in SAP CRM, and either applies the appropriate users in your systems or makes changes and deactivations. But what if you don't have an identity management system in place? Do you need to type all of this data? No - you can pre-document them automatically. You can use a Business Add-in (BAdI), which allows you to pre-define certain fields when you create a user in the SU01 transaction.
However, if your Identity Management system is currently not available or the approval path is interrupted, you can still assign urgently needed authorizations with "Shortcut for SAP systems".
